Chip Boothe graduated from the United States Coast Guard Academy with a Bachelor of Science degree in 1974 and retired as a Captain in the United States Coast Guard after 32 years of service in 2006. Chip concluded his Coast Guard career as one of the most experienced marine safety experts in the Coast Guard, with over 25 years of his service devoted to work associated with maritime safety, security and protection of the marine environment.
He spent eight of his last ten years in the Coast Guard overseeing marine safety and environmental protection program execution within Pacific NW region (WA, OR, ID, and MT). Within that timeframe he served as Officer in Charge, Marine Inspection, Captain of the Port, and Federal On-Scene Coordinator for pollution response within 7000 square mile Puget Sound coastal zone, and subsequently as Chief of the Marine Safety and Prevention for the entire Pacific Northwest region. In this capacity he oversaw the efforts of both Captain of the Port Puget Sound and Portland to ensure the safety and security of maritime operations nearly 8,000 commercial vessels each year and over 300 waterfront facilities and port areas, and the protection of the marine environment in over 10,000 square miles of navigable waters of the United States.
In June 2007, Chip joined the Washington Department of Ecology as the Prevention Section Manager within the Spill Prevention, Preparedness and Response Program. He is responsible for overseeing the mandatory and voluntary inspection of commercial vessels and regulated oil handling facilities, and monitoring oil transfer operations as well as any related oil spill investigations involving covered vessels and facilities.
