Patricia Adams

Patricia Adams joined the U. S. Coast Guard's Vessel Response Plan Program staff in 2009 after nearly 20 years working in the OPA 90 regulatory compliance field. Her educational background includes a Bachelor's degree from the University of California, Santa Barbara, and an MBA from California Lutheran University.

In the 90's Patricia was a key member of a small team that organized services and started one of the original Qualified Individual, planning and response companies. As a QI at SMQI Services she responded to spills and threats of spills on behalf of vessel owners and operators for seven years, managed many exercises and training sessions, and provided regulatory compliance support to international shipping clients.

While at Response Management Associates she managed projects that ranged from LNG consequence management planning for a large New England seaport city, to Katrina response with the American Salvage Association wreck identification task force, to planning, training, exercise and response projects for government, facility, offshore, pipeline, and vessel clients. When RMA was bought by O'Brien's, Patricia returned to working with vessel owners and operators.

Ms. Adams' current focus is coordinating the collaborative development of industry guidance for implementing the salvage and marine firefighting final rule under OPA 90.**
